Without a Eligibility certificate VA won't lend.

The answer is unfortunately no. VA will allow Husband and wife with only one being a veteran. But, in all other instances all applicants must provide their own Certificate of Eligibility. There are a few exceptions as it pertains to unremarried surviving spouses. If you would care to know more the rules are posted at http://www.benefits.va.gov/warms/pam26_7.asp You will find in Chapter two all other exceptions. FHA would be your next best option if you are looking for low money down. FNMA Homepath properties will also give you an almost 0 out of pocket option. Ask your Real Estate agent to help you with that option if you want to know more.
