First step is to stop by the building dept and get any local codes that may supercede national/state building codes. Get them and review them. Next stop is to contact a contractor or architect depending on the size of the construction. Basic things that need to be done will include seperate means of access, building egress, and firebreaks. A firebreak can be as simply as changing a door to 'fire retardent door' or it can be installtion of walls and insulation. That all comes from the building dept.
Once construction has completed, you then need to get the inspector out to certify the property with a new Certificate of occupancy allowing for a third dwelling. Follow up with your insurance company so your hazard policy reflects the change in occupancy and/or value so you are protected.

Ofe gave great advice. I would go directly to the planning or building department in your area. They should be able to tell you what you need, check the zoning for the house and tell you how to make the changes you want to make to meet the code/community plan for your area.
Most planning/building departments have very nice people working at the information desk that can get you started in the right direction.

Since it is the first time you are going to do it, I would go directly to the Planning Department and ask for advice, that way you can get all the answers you will need. Some of the items to check are: will the third unit have an entrance and an egress? do you have enough parking for the unit you are adding? Does the zoning allow for 3 units? Good luck!

You will need to submit your request to the Planning Board. Give them a call, to ensure that they will allow it and proceed from there.
