I don't know anything about that specific area, but I would think that the local building or planning department could tell you. I thinl that cities should be more concerned with urban blight like that because it causes areas to stagnate and erodes the tax base over time like rot. I would give them a call. Most zoning/building departments are very helpful, nice and happy to answer questions just like this one. I know they would have the right answer for you too.

Please explain why is allowed in my area
I notice that there are nice new constructed homes and nice new remodels across from houses that are unkept,sheds falling down,junk/rusty boats and cars growing in lawns that have not been cared for in years! What is the zoning laws for this area? Someone mentioned the idea incorporated vs unincorporated Tigard/Washington county. What is this all about? This is strange to me. Please explain.
