It is not a requirement, however if you are securing a loan the lender may then require the survey, if the seller has a survey on file it may be acceptable to the lender to use, if not then a new survey would be needed and who pays for it could be the  seller or buyer at  least in Texas this is the case.   On a cash deal it is optional to have a survey.

 They are not required in VA, however a home my clients are about to close on next month has had many upgrades.  One of these upgrades is a pretty good size addition, somewhere in the ball park of 50 to 65k.  Knowing that you can not pull a permit for this kind of work with out a recent survey, I contacted the sellers agent and requested a copy of the survey that was available.  By doing this, not only does my buyer have one to make copies from and use now and in the future, but they will save the money it would have cost to get one done.  I always advice to get a survey but check to make sure there is not one already available.  Would it be easier to just let the buyer pay for a new one, sure. Then I wouldn't be doing my job !

A survey is not typically required to purchase a home.

Purchasing land is a different story and it is typically advisable to have a survey done. A lender may also require a survey to be done with multi-family or commercial properties. A record of survey is a map prepared by a licensed land surveyor and recorded with the County Auditor. The record of survey is a report of the findings of the surveyor. In most cases, state law requires that a land surveyor file a record of survey when setting boundary corners. For more information on Records of Survey, see RCW 58.09.040 through 58.09.090.
