Question about closing process and power

We are about 30 days out from closing on a HUD home and an appraiser needs the power and water turned on for 3 days.

The power company is telling us we can't do it since it isn't in our name yet.  We havn't tried the water yet, but is this something the purchaser usually does, or is it the responsibility of the real estate agent?
