As far I know, landlords cannot raise the rent without at least 30 days notice even on a month to month tenancy in California. Giving the tenant legal notice, allows the tenant to decide whether to stay or go.

There is lots of good information to answer many common rental questions for California here from the Department of Consumer Affairs including legal notice timelines, commonly used lease terms and types of leases.

Generally speaking, if you're going month-to-month, then you have no agreement beyond the current month's tennancy. They could raise the rent as much as they wanted. Of course, you have no obligation to pay it; you can just move out after your month is up. Leases exist to protect both parties. If you plan on staying for a while, you should have a lease agreement for a longer term. Otherwise, you're there at the whim of the landlord.

The rules vary from state to state--in Florida I do not believe there are established maximums for rent increase--it is up to the landlord.  10% would be a reasonable assumption for a month-to-month agreement.

You will want to google landlord-tenant law in your area for that answer. If you have a written contract and this is carry over, it may be contained in the contract.
