As far I know, landlords cannot raise the rent without at least 30 days notice even on a month to month tenancy in California. Giving the tenant legal notice, allows the tenant to decide whether to stay or go.

Generally speaking, if you're going month-to-month, then you have no agreement beyond the current month's tennancy. They could raise the rent as much as they wanted. Of course, you have no obligation to pay it; you can just move out after your month is up. Leases exist to protect both parties. If you plan on staying for a while, you should have a lease agreement for a longer term. Otherwise, you're there at the whim of the landlord.

The rules vary from state to state--in Florida I do not believe there are established maximums for rent increase--it is up to the landlord. 10% would be a reasonable assumption for a month-to-month agreement.
