Real Estate Investing, Las Vegas Vs Phoenix VS Southern California!!

a) Is it good time to invest in real estate? Our budget is between 80 to 120k. We are looking for either SFH in LV/AZ or condo in CA in areas like corona/riverside/etc. We are in CA and it will be our first investment property.

b) what area is safe to invest ? between LV, AZ, CA. and good as rental property.

c) Any good areas in LV (so far i hear henderson and green valley) and AZ (MARICOPA).

d) what type of properties can save us money and have more potential for investment gain. (bank owner/trustee sales/short sales/pre foreclosure)

Right now Las Vegas, Phoenix, and California are some of the hottest spots for Real Estate price increases, and as such share more of a seller's market for properties where you will pay more for a parcel of Real Estate than last year. All decisions to purchase properties for investment should be thought out, such things as:
Is it close enough for me to handle maintenance issues?
Do I hire a property management company?
What is my ROI?
Real Estate investment is not for everybody, even though Real Estate agents facilitate transactions between buyers and sellers, taking care of your investments is something you should work out with an investment councelor; there are many big companies that handle these issues with individual investors.
Do your home work about your investment and then make an informed decision,

a) Great time to invest, but remember, Real Estate is a Long Term Investment. No one should invest unless you are looking for at least a 5 year investment.
b) California is your safest bet. The safest place to invest is in an area you're familiar with. 
c) I'm a CA Realtor so don't know LV or AZ well, but again, if you aren't familiar, stay in an area you know with your first investment.
d) Don't try to guess. Find a good Realtor and they can help you navigate the different types of investments. Personally, I find the best deals from uneducated Realtors. I'm watching people overpay for foreclosures every day.
