Received tax assessor's comparables, values are lower then mine,how should I present my appeal?

I also have been trying to refinance and have been repeatedly been denied due to a house appraisal of $200,00 less then what I paid in 2006. The appraisal was in Sept.2010,I submitted a copy with my appeal application, do I need to bring the appraisor with me to court? The clerk at town hall told me not to worry about it! I keep reading though that he should be present!
