Refi to 15 yr

I am 2 yrs into my 30 yr FHA loan at 4.75% with 3% down. Been paying extra and now owe 302K. Home value is stable to slightly up @ 325K here in AK. Would like to refi to a 15 yr loan (advertising 3.5% APR locally at my credit union), have cash, but do not want to repay mortgae insurance premium or appraisal fee.

Are there any programs out there that can help me do this?

Why obligate yourself to that higher payment? Why not continue to pay extra and if you have a month where you have other expenses or such, you can just make your regular payment.

You have an excellent rate.  I would just continue to pay extra and avoid the cost of the refi (appraisal and closing costs).
