Refi using Harp through CitiMortgage

I am currently looking into refinancing my existing CitiMortgage using the Making Home Affordable Harp program. My house is valued on Zillow @ $193,000 and I owe 142k. My wife & I gross 107k and have about $1200 in expenses monthly.My credit sore is about 750.  I've called citi 3 times and they told me they would call me back and gave me a reference # and I haven't heard anything.  There is no reference of the HARP program on the CITI website.  
My question is can I refi through another lender?  I have a conventional loan with pmi with an APR of 6.5%.  My original loan date is March of 2006 and it is owned by Fannie Mae with no late payments and the mortgage is up to date.

Agree with Clay.  With that value just do a basic refinance and call it a day.  If Citi is too busy to talk to you then there are plenty out there that will help.

If the Zillow Value is accurate you need to do a regular refinance with appraisal ( with any lender ), lower the rate and dump the MI. Google "recent sales in XXXX ( enter your zip code ) and look for comparable properties to see if they are in the $193K range. You will only need about $185K in value to hit 80% LTV.

Sounds like a slam dunk and can be done by just about anyone. However, make sure you use someone that knows what they are doing because this could easily be done with an appraisal waiver based on your LTV if submitted correctly.
