Technically yes you are eligible for HARP, but the LTV >105 and presence of PMI will result in your existing servicer being the only possibility for you o participate. If your servicer does not offer above 105 and/or does not offer reissued PMI above 105, you probably won't find a lender to make that loan.
There is talk of a revamp to HARP which will attempt to remove some of these obstacles. You might find doors open later on. From seeing your other post, it sounds like you already have spoken to your servicer. If they are talking to you about 31%, then you are talking to the wrong department. You are talking to the HAMP and not the HARP.
If your servicer is not also an originator, they might only have HAMP people to talk to and not HARP because they don't make loans.
