You should take a look at the best way for you to use the $25k now and in the future. Looking at your full financial picture -- future purchases, future cash needs, availability to cash, home repairs, job stability, etc... Saving $200 sounds great now but if in a couple of years you need (fill in the blank) and your payments go up by $400 then it doesn't seem so great.
Thus, not really sure what the best plan is but figure out all of your options because I cannot tell you how many people have come to me over the last few years wanting cash and the answer many times has been no due to a job loss or other reasons.

Mark makes some great points. If you do refinance, get a NO CLOSING COST option.
