The program is administered by the IRS and once you have purchased a home you would either file the appropriate paperwork with the IRS (form 5405 1040x to amend your 2008 taxes or file form 5405 along with your 2009 taxes next year) to get the money. Any qualified tax preparer would be able to help you file the necessary paperwork.

Regarding first time home buyers programs.........
