Can anyone please tell me if you know of a good online resource to figure out rental rates for particular areas - in particular Southern California? Thanks in advance for any responses.

I'm not sure if it is the best but there are a number of comparables in www.rentometer.com. I have found that they are consistently high on the rents, so I average the low and median rents to get a pretty good idea of that specific neighborhood's rental rate. Give it a try.
