I hope you are using a real estate attorney.  It depends on how the closing cost credit was requested and at which point in the process.  Sometimes attorneys add language in such requests that keep the seller on the hook even if they refuse a closing cost credit.  Talk to your attorney.

Prior to actually accepting a contract a seller can refuse a requested seller-paid closing cost credit. 
If a seller agrees to a seller-paid closing cost credit and the attorney review period has lapsed I would believe the seller is bound to the terms of the contract. 
If the issue is argued during attorney review period and an agreement is not reached the contract would become null and void.

You need to beA LOT more specific on what you are asking and give a LOT MORE details of what the contract says. You have a lot of room to write the question so use it and maybe we can figure out what you are asking.
