Your first step will surely have to be getting in touch with an agent local to Munford about the sell of your current home. If you are truely interested in the property you speak of, you may want to get you current home on the market sooner rather than later.
As for the home that is constantly being listed and relisted , been on the market for one year plus and reduced... That can mean anything. I would not immediately assume that you can go in with a lowball offer. That may be why it is still on the market! The market is slow and there are people who really need to sell, but not everyone.
As for relisting, alot of people get frustrated with the process and need a break . They may be antsy, but generally are just unhappy and feel like having a messy house for a while. If they are listing with different agents that could mean they are unhappy with their service.
Best advice I can give is if you really want this house offer what you think it is worth. If you like it but you dont really care if you get it offer what you want ,they may take it, but if it's too low be prepared to get rejected.

So if your strategy to buy this home involves asking for a big reduction, that may not work.
