Short Sale/REO Bidding

With the way things are going, should i be looking to bid above the listing price for a home i am trying to buy? It seems like there is an abundance of buyers right now and very little inventory, so in order to be competitive it is safe to assume that i shouldn't be asking for lender credits or low balling the bid, correct? I really like the home so how far over list should i offer?
