Most Tax Authorities will allow an appeal (an agree to lower the property value) based on the sales price. So my clients who have done this take their HUD1 settlement sheet to the appeal and the Tax Authority cannot really argue with that.
If you have paid more than the current assessment then you would have to get an appraisal in order to help you justify a lower value.

Should I appeal for my TAX?
The average selling price for current market in the same neighborhood is $183,000.
My question is, " Should I appeal for the new assessment reduction for my house?". I am in Berks county,PA - Sinking Spring Borough.
The CLR for this house in 2002 was 90.4% and 2009 was 70.1% (2009 is the last CLR I was able to find on their website).
Based on this what will be my Home Assessment if we consider $183,000 average
selling price?
