I'm not sure I understand the question, but If you have a mortgage with an escrow account, generally the bank pays the taxes out of that. If not, then you pay them directly to your local tax authority.

When you buy a house you have to look at the total monthly payment that includes mortgage, insurance and taxes, not just the monthly mortgage amount to make sure the house is affordable.
