Should one buy a home with only a sub-basement?

Does it fit your needs?  Something else to consider is that if you mean sub basement like in a raised ranch home.  That is, some home types are 'unusual' for the rest of the neighborhood and may mean you take longer to sell or get less when you go to sell.

Not sure what you mean. In order to have a sub basement the house needs to have a normal basement so the sub basement is extra soace and usually a plus.
If you mean that the house does not have a basement, but a crawl space then the price needs to reflect this and such houses tend to be less popular and you tend to outgrow them faster depending on your situation.

Price, value, and location of a home are good deciding reasons to buy or not to buy. Basement type is way down the list on reasons to buy.
