I modified my rental property loan 6 months ago.  It is much tougher now adays then it was 3 years ago.  To tell you the truth the interest rate on the rental property was not that much higher then if it was primary resident home.  My advice would be to shop around and when you think you got the best price....shop some more.

yes, of course you can modify your loan, depending on your financial situation. You will be paying higher fees than if its your primary residence....which in these times is actually ridiculous because so many people have had to move and are renting in other cities while their personal homes, which didnt sell are being rented out.....anyway...talk to your local mortgage company.Talk to a few for different quotes.
