Suggested first offer on new construction townhouse?

I am looking to purchase my first home. I am interested in a new construction townhouse, Cambria DR North Liberty, IA. The property is not ready until March 2013. They are asking 149,900. This is the top of budget, and I am looking for a suggested first offer price? There are several units avaliable in the area. Do you think there is any way to knock off 15,000? Should I let the properties sit until closer to the move in date?

The townhomes are already under construction some of them are nearly completed, so no deposit down is needed. There are three four-plexes being built in the area and six are sold at this point, they haven't been on the market for any more than 5 months. I just started considering the purchase so no realtor yet.

My first question would be are you working with a Realtor that know the area ? When deciding to negotiate on a new home I look at how quick they are selling . If the properties are selling pretty fast there will be less room for negotiation. I'm not sure how the builders work in that area but normally they wont build until you put down a deposit so it will be a little risky to wait until next year.
