No, this isn't  a transitional neighborhood.  It is a very established area where homes are primarily at least 20+ years old.  Primarily owner occupied.  Alarm systems are personal preferences, but if crime rates and statistics are important to you for any property in any area, to contact the local Sherriff's dept.
