The Board Seems "Bouncy"- Trouble in Both Safari and Firefox

When I load categories other than "All Topics", the page seems to "bounce" from the top of the page to about halfway through the list of posts. It makes it really time consuming and hard to see the new questions. It also seems to be doing this "bounce" when I go into a thread to answer. I cleared my cache and restarted my browser. I have also tried using Safari and Firefox but the issue seems to be persistent with both of them.

I don't know if it is just me. If anybody else out there is having this issue, I hope you post so I don't feel like I'm the only one.
