Always better to pay less in taxes.  Generally assessments and market values are not the same. Market value would be what you could sell for today. Assessments are calculated every three years I believe.

It appears that your question was cut short.   

2006 was a peak of prices in Malden (see link), therefore, it appears that the tax assessor is actually adjusting closer to reality.   You are lucky, usually you have to challenge the assessment.
