The Zestimate is NOT a way to determine the true value of a property. Zillow pulls their data from other sites/public records/etc. Their Zestimate is only as good as the information they have on file. Change "Zest" for "Guess" and you've got a more accurate definition of the zestimate.
As for pulling the housing market down, I doubt one website would have the power to do that. Housing markets are determined on a local level with prices in the area. What buyers are willing to pay and what licensed appraisers comp properties in the area determine market value.
