TO is a great place to live. Since you are going FHA, contact a local mortgage lender first and secure financing - to simply see what home you can afford. Then DRIVE AROUND - there is no better and easier way to judge for yourself the area, then contact a few Realtors that you see (from their signs) to show you homes in your price range.
But I would research homes for sale first yourself - HERE is the local MLS for TO, click on Find Homes. Use Redfin or of course Zillow to find homes. The local MLS will have EVERY home for sale in the TO area.

We are also in the process of looking for a home. Have found Dos Vientos and Montecieto community to be really nice but expensive. I think Basically major part of TO area is good.

Your gut will tell you which areas are "good" or will work for you. Go on a "tour" with a local realtor (I know a few good ones!!) and see what works for you. Your price range will determine a lot of what you can buy, but many of the surrounding areas are good too- Moopark, Newbury Park, Agoura, Oak Park, Westlake. If you are looking at condos, there are many complexes that are NOT FHA approved, so some caution is needed there.
