If you think anything in that report (Types of Criminal Activity) applies then I would use this simple form the FBI provides to report it. FBI Tips or speak to an Agent from your area to receive feedback/advice or perhaps assistance in finding the right way to pursue this suspicion.
To find which field office serves a particular area or to get basic contact information
"Give it up" is not and never would be my advice because in my opinion people/citizens/the consumer never trying to find out, never filing complaints or giving up is a Significant part of why this nation is having Many of the Problems it is having
Did you file an complaint/request for investigation with the State? Is that the "Board" you are talking about? If not then File a Complaint
The Agents are not going to clean themselves or their Industry up so let's (All citizens) help & perhaps we can start getting some of the scum removed from our pond.
At this point YOU proving this is happening or happened is not the issue IMO rather the Investigating Bodies of Gov. determining if there is enough reason/cause/suspicion to justify if THEY can or should INVESTIGATE is the issue. YOU will not know, THEY will not know and WE will not know if there is unless YOU file the complaints or make the Wheel Squeak

Give it up cowboy and good luck proving fraud. Nobody cares to investigate and you won't get paid for proving it anyway so move on.

I think I know where you're going with this. If you could clarify your story, in one post, maybe more advisement would be forthcoming. I don't think "occupancy fraud" actually explains the situation. The fact that the Agent was not disclosing their real interest in the property may be the heart of your issue. If what you're saying is that the Agent knew the Buyer was an investor, acting like an owner occupant, that may be tricky to substantiate, even if done before a contrived deadline passed.
