No.  You would first want to get a loan for the purchase amount.  In order to purchase a home there are some costs that would have to be paid at the time you are handed the keys, but certainly not close to $163,000.  This is a process that any Realtor can explain to you.  To buy a home is not so difficult if you have guidance.
