Un inhabitable. Total Prorfess Rehab completed.Estimate $100,000 + for repairs?

If any one agrees with this, please contact me so we can change the values in our neighborhood,  This home was not habiitable.
New kitchen, baths, drywall,electric, plumbing, appliances,
air conditoning,flooring,window blinds, block retaining wall and wood fence.
Too extensive for a buyer without deep pockets. Home was purchased by a contractor who did a lot of the work himself.  this the home is now a rental. The value has not changed even though the home has been a complete rehab. Isn't this property's  lack of correct valuation causing comps in our neighborhood to reflect a lower value?
