The association may have those details, but I would talk to any original owners, as they would have the history of the units.
I wouldn't be as concerned with the lots as I would with the financial stability of the association. You have to deal with what is, not what may be. It's not uncommon to have planned for more units that were actually built. In 1987 the economy was in a fall, and 1988 was not much better. Thaht may explain the unfinished units.

Unfinished meaning they didn't complete the community... It appears that the planned units were not built and now the lots are currently for sale. The existing condos there are 22 yrs old (at least the one I'm looking at is). I'm not sure if they just decided later to add to the community and then couldn't or what happened. Would the HOA tell me those details?

I would be concerned that the community is not finished after 22 years.
Ask the seller or HOA to see the association financials as well as the declaration, rules and regs. Go to a HOA meeting. Also get comps for past sales.

I would look at the financial stability of the condo association, owners vs renters, foreclosures, and any outstanding or pending assessments, and unit turnover. I would also look at exactly what the association fees represent.
I not sure what "unfinished" means. Planned units that were not built or unfinished units?
