Your going to have to do a lot of leg work and price it correctly to get a good low commission agent. I'm surprised agents haven't already jumped in and told you that you get what you pay for when you hire a lower cost agent. What they would point out is what great marketing packages they provide for that commission, what they will ignore is that if you price it correctly, have the property ready to sell, they will be doing all this marketing and whatever else it is they do before you are reviewing offers and closing a contract in this day and age when most buyers find their own properties to look at online and ask their agents about them, for a much shorter time period.
If you want to keep the commission down and sell quickly, you need to get a legit appraisal from a licensed appraiser. Then reconcile yourself to pricing it in the lower part of the range, clean and remove clutter, and make all of minor low cost repairs you have been putting off. Then call around, contacting the agents, drive a hard bargain on the commission, get the one you list with to take the photos and post the advertisements. Then once you accept an offer they can provide their services to coordinate all of the pieces necessary for a successful closing.

You know I am from Boise and do list houses at less then 6%. Still I found the way you put it a little offensive.... I do full service on all my listings! I take them for less when I am seeking listings, most of my listings are for friends and family.... This increases my market presence. Lets put the question another way...
I want you to do a really great job on selling my house but I don't want you to earn your usual salary.... If you ask a listing agent to take a listing at 4.5% you have reduced their salary by half.... Since I always give the buyers side 3%....
Perhaps a better question you should ask is who is the best Realtor in your town? Who gets their listings sold quickly?

Commissions are always negotiable. Negotiability is inherent in the commission pay structure in nearly every case and every industry.

If you are looking for a low commission rate, you will most likely need to find a flat rate agent (most flat rate agents do advertise their rates since they are not taking part in the price fixing cartel of commissioned agents). Take a look at the services offered for that rate, and whether they have an ala carte menu of additional services you may want or need. These fees are usually paid upfront, but a few agents have a split plan where you pay part up front and the balance at close. You may want to pay for a 3rd party licensed appraisal to establish an accurate list price.
Unfortunately you will still need to offer the "standard" buyers commission rate to publish it on the MLS. The price fixing cartel is not allowed to openly discuss what this rate is, but will happily tell you that you cannot offer less than the standard or they will not bring you buyers. Unfortunately you cannot get around this until the system is changed and allows buyers to select and negotiate prices for the type of service they desire as well.
