What's considered a 'risky' rental/owner ratio in a condo complex?

What's considered a 'risky' rental/owner ratio in a condo complex?  Our mortgage company is giving us a hard time refinancing on a loan that we already have with them.  In our complex there are 72 units. 48 are owner occupied and 24 are rentals. As far as I know there are have been no foreclosures in our area.

Most lenders want to see Investor ownship under 30%.  Second home ownership is not consider an "investor".  Information on this rato is gathered from the Homeowner association thru a Condo Certification done by the broker.
