What Type of Financing?

I purchased a foreclosed property on October 15th 2010 for approximately $165,000. I'm looking to sell on or after October 15th 2012 to avoid the capital gains taxes I would incur by selling earlier. I'm planning to get a $15,000 loan to do some needed home improvements. The Zestimate of the property is currently right around $245,000. What is the best way to get the money? No Interest introductory Credit Card, Heloc, or other. Looking to pay off the $15K loan with proceeds from the sale of the house.

The "Streamline 203(k) loan" allows you to do up to $35,000 ($31,000 net of costs and holdback) of "NON-STRUCTURAL" repairs.

HELOC or Home Equity loan are really your only options.   You won't be able to find a mortgage company willing to do a traditional mortgage for such a low loan amount.
