If you go to your county/city website, you should find a link to "mapping".  Before you enter the property mapping software you will find a disclaimer and description about how they generate the maps and in this case, property boundries.  They are overlays that are not to scale.
Zillow pulls their maps from a 3rd party provider who gathers the maps from county and city websites.
