For a fence, I am almost 100% sure you will need the neighbors ok before you are able to build it. Since the fence will be considered a party wall if built directly on the dividing property lines. If not you will have to research the setback requirements and also contact the city to find out if you will need to get a permit. I would guess you would not need a permit, but it is always good to check.
