Room = Three+ walls usually. In an appraisal, laundry room, no matter how big are not considered room. Every home has at least a kitchen, living room and bathroom. Four walled rooms which are typically around 100+ sq ft are considered bedrooms, typically with a closet (though you can utilize an armoire). Garages are not considered rooms since you dont live there. Walk in closets are not every considered rooms. Overhead lofts sometimes are considered rooms, since you may sleep there. Bathrooms are not considered rooms.
If you are referring to a bedroom; it must have a closet and a window at least 42-44 feet from the floor. The window must be big enough for a firefighter to get thru with all his gear on.
In the real estate world it may vary by various ordinances, but a living area (not garage or basement) is a room. Baths are counted separately. A bedroom has been defined in a previous answer as having a closet and a window. Without a closet, generally referred to as a "bonus room"..laundry room is always mentioned in listing descriptons as it is attractive as a separate area, but in general if one adds up living area, it would not be in the "count". In some areas, there is a minimum square footage requuirement.
