What do you mean by a "non-conforming bedroom"?

This 4th bedroom in the basement has the essential egress window which is super important when using a basement room as a bedroom. In case of a fire any people sleeping in this room would be able to escape through the full size window. However, this room does not have a closet and it is also used to access the large storage/utility room. It does have a rough in bathroom which would make a great addition to the room, the basement, and add value to the house.

Building code says that a below-grade (downstairs) bedroom must have an egress window or a door leading directly outside. The last time I checked, building code does not require a closet.
