What does "as is WHERE IS" mean?

House denotes "where is".  Never seen that before.  What does that mean?

This is a common term used by banks or other entities who have acquired propery and have not verified anything beyond the written instruments in their possession. It means simply, they do not know anything about it's conditions, the property lines, municpal violations or plans. Pretty much all property is sold this way but without that wording in the marketing. It also means they are not intending to fix anything unless required bu law to convey title.

Most of Silicon Valley sits on toxic chemical dump.  All due to toxic chemicals used during the Semiconductor fabrication years, 1970s to late 80s.  Yet still buyers today claim its the "most desired city" in the south bay. Lots of arsenic, which is used as wafer solvent, has already been found in the underground water systems. 

We have the most expensive toxic land money can buy!

If the house ends up being on a Toxic Waste site or if its scheduled to be demolished due to a new super highway being developed, etc.. they take no responsibility.

"as is where is" means you get what you see. Sounds like a foreclosure listing or contract and it's a very common statement. There is some legal debate now if a non bank seller says "as is"  what it means because if they lie on the sellers disclosure then how is to buyer to know what "is" is. Gotta love it.
