More than likely you are referring to an appraisal, I would assume, becasue that is usely the only time that "costruction value or cost approach" is termed, outside of insurance purposes. Also known as the "cost approach" - the fundametal premise of this approach is that the user (buyer) won't or should not pay more for a property than what it would cost to build or construct.
