What does it mean in San Diego when the listing says "for sale by agent"?

The vast majority says "for sale by owner". Could it mean that an agent bought it and now trying to flip it?

Without seeing the specific listing you are talking about it probably means they have a financial stake in the house - it's most likely a flip.
