What does it mean that the price of a home includes an allowance of $X for landscaping?

As with any allowance (i.e. flooring, painting, etc.) your lender will only permit seller assistance to be used for your closing costs... With interest rates at near all-time lows, it might be in your best interest to take the assistance and keep the cash in the bank :)

The seller is offering additional money to the buyer to landscape the property they way the buyer wants.  If you don't want it, just negotiate the price down by the allowance.  This should not be a problem.

Well it should, but not always.  It can be a gimick or the seller may not do doing much, so write your offer and write it the way you want it written it and you will find out.

If you have an agent ask them to negotiate the price down to compensate for you doing the landscaping.  It doesn't hurt to try.
