 Basically it goes from 1-13. 
One being the lowest quality you can get, under par, per se, like a cabin in the woods that is falling apart :) 
4 probably doesnt meet code, however call a contractor in your area to specifically find out what it means.
13 is high end, beautiful construction with high end materials and finishes.
