Must be new?  It is under the "frequently asked questions" tab in the left column, and the question gets asked about once a week...

It means "I'm not selling unless you bribe me out".  That it costs to move, thus if you "really" want my home more than one that is listed for sale, you should be prepared to at least pay all of my relocation expenses.

In practice, it also indicates where there is any demand for property in an area at a given price range before one considers listing it.

But with Zillow now charging FSBO's that do manual listing $37.95 for 6 months listing, some FSBO are choosing to only use the "Make me move" status as well, so occasionally some of the amounts shown will be competitively set and the owners may really be motivated to negotiate a sale.
