In reference to an appraisal required for a conventional loan, Fannie Mae has adopted a Uniform Appraisal Dataset policy, The property condition will be graded from C1 to C6 while construction quality will be graded from Q1 to Q6 with a 1 being the best and 6 being the worst.  Properties receiving C6 and/or Q6 rating will require the necessary repairs to receive a "passing grade" and be eligible for delivery to Fannie Mae.

There is some information on construction quality here in this thread including a link to an assessor website that explains more. Your local assessor may use a different system so I'm sure you can call them and get more info.
