What does the term "Construction Quality" mean (4.0, 6.0, etc)? How is it determined?

In my county, it is determined by the county assessor and goes from 1 to 13.   7 is considered average construction and numbers higher are increasingly better construction.   The county website in my area has a more detailed description.
