Why should there be help for first time home buyers? Such help is tax payer funded and I believe this policy to be misguided. Why are first time home buyers "entitled" to help and not first time renters?

You can ask for seller assistance as a buyer.  But just know that when you ask a seller for help, there isn't much room for negotiating on the purchase price of the home. 

Also, depending on where you are wanting to puchase a home, you might qualify for a USDA loan.  That loan allow you go purchase a home with 0% down and you might even be able to wrap your closing costs in on the loan if the house appraises.

You might want to check with a realtor and lender in your area and see if USDA loans are offered. That's one of the few 100% financing options left. FHA has limited downpayment assistance options. A realtor can explore options based on your specific situation.
