Construction quality is a number that comes from your local tax assessor's office.   The range varies in different areas of the country, but definitions can usually  be found on the tax assessor's website.  In King County WA (where Zillow resides), the range is 1 to 13, with 7 being "average".   In some other areas, the range is up to 7.
