Frances Road is off Lowell street in a neighborhood like area between main and Winn St. Lowell Street is a cut through to avoid main and go to the other side of town. But to tell you the truth no words are enough to describe a neighborhood. If you are interested in Woburn as a town the best thing is to come and visit. The best way to answer this question is to drive down the street and try to get a real feel of the area. What may be noisy and busy to one person may be quiet and serene to another depending on your perspective. It is truly best answered with a visit.

It is off of Main Street but, I would consider it is a dead end street so, there shouldn't be much traffic going down it.
