Lot's of good info given already.  I think I may know the property you're referring to.  I've had several of my customers call and ask me about rehab loans or 203K financing recently. Just keep in mind that many of the foreclosures in our area are being snatched up by "all cash" investors, leaving the average homebuyer, out in the cold!

You may be talking about a 203 k FHA loan.  Look for an expert in your area that does them.  They are tricky, and your lender needs to know their stuff.
